As part of the government of Canada's efforts to provide programs to support the economy, Canada has programs for companies that allow them to hire foreign workers to cover the staffing needs when it is difficult for them to fill those needs with Canadian citizens or permanent residents. Employers have two ways to participate in these programs;
Temporary Foreign Worker Program (TFWP) Employers can hire temporary workers after they prove that they cannot find Canadians or permanent residents to fill their staffing needs. To do so they need to apply for a Labor Market Impact Assessment (LMIA). Once the LMIA is approved, the employer will see that the foreign worker receives a copy of the LMIA and a job offer letter and then the foreign worker must apply to obtain the work permit.
International Mobility Program (IMP) Through this program, companies can hire foreign workers without the need for a Labor Market Impact Assessment (LMIA).
For both programs, foreign workers are required to apply for a work permit.
